The Louisiana Law Enforcement and CriminalJustice Foundation (LECJF) transformed from a parish-based nonprofit into a statewide force for public safety and community investment underthe guidance of Thirty Three Strategies. Initially constrained by volunteer leadership overseeing complex, multimillion-dollar initiatives, the LECJF needed more than advisory help. It needed hands-on executive capacity to move transformative initiatives forward.

33S stepped in as both strategic advisor and project manager, integrating agile systems, stewarding capital stacks, and ensuring that visionary initiatives could realize their full potential.

33S’s ability to operate at both the visionary and operational level was vital in shaping the organization’s statewide strategic direction while implementing automated workflows, coordinating among multiple stakeholders, standing in the middle of complexity, and serving as a bridge between community leaders, investors, and government partners..

This dual approach–strategy plus execution–ensured that LECJF could scale its mission while sustaining momentum on the ground. By providing both high-level leadership and practical execution, 33S gave LECJF the operational backbone it needed to grow from a bold vision into statewide impact.

Fun fact: the $10 million capital stack for theInspiration Center included a $5 million state investment with bi-partisan support, New Markets Tax Credits program, American Rescue Plan Act, and private philanthropy.
